Sewer bond issue leads tax issues in Newton County

A $3 million bond proposal for a new sewer system, several tax issues and an assortment of races for local school boards and city councils are in store for many smaller communities in Newton County on the April 8 election.

The largest issue: A proposal that, if approved, would issue $3 million in revenue bonds for construction of a sewer system and assess fees for debt service on those bonds for the village of Silver Creek, population of approximately 638.

Pat Worley, chairman of Silver Creek’s board of trustees and a candidate for re-election this year, has promoted the current proposal as the village’s “best chance” to secure sewer service in years. He argued that the cost of the system now is half of what it has ever been before thanks to state assistance.

That assistance includes two low-interest loans from the state Department of Natural Resources and a grant that would allot up to $1,400 per household to cover both hook-up fees and disposal of septic systems, Worley said.

He estimated the average monthly charge for a village household would be between $52 and $55. Silver Creek residents would be required to connect to the new sewer system and pay the charge if the measure passes.

Worley is also running for re-election to the board of trustees this year along with fellow incumbent David Cox. They face two challengers in Jerry A. Young and Carol Smith. Two seats, each with a two-year term, are up for election this year.

Worley argued that the village needs sewer service to protect the environment, to comply with tightening regulations on septic tanks and to make the area attractive to potential developers.

The Silver Creek issue would need a simple majority to pass, according to the Newton County Clerk’s office.

But Silver Creek voters also will be asked to approve a separate tax proposal on April 8.

The village’s second ballot question would impose a half-cent sales tax for general capital improvements and generate about $12,000 a year. Worley said the village currently has a half-dozen businesses and no village sales tax.

The tax would not sunset, if approved, and requires a simple majority for passage.

Rounding out the tax issues are proposed property levies in Granby and Loma Linda.
