Bond issues for street work, community center on ballot in Carl Junction

CARL JUNCTION, Mo. — Carl Junction voters on Tuesday will decide on a $4.1 million bond issue for a new community center and a $365,000 bond issue for street projects.

Four candidates are on the ballot in the 1st Ward City Council race, though one has dropped out of the race. There is no Board of Education election this year.

Steve Lawver, Carl Junction community and economic development director, said the new community center would house City Hall, a senior center, a gymnasium and community meeting rooms.

The community center would be built north of the police station, if approved. Lawver said city offices are crowded.

The $365,000 for street projects would include money to redesign the intersection at Briarbrook Drive and Fir Road.

He said another project would extend South Main Street so that it links with Joplin Street.

Lawver said both bond issues would require a total 23-cent debt-service levy. He said the bond issues would extend the current levy, which otherwise would expire, for 20 years.

The annual tax impact for the owner of a house in Carl Junction with an appraised value of $100,000 would be $43.70. The owner of a car with a market value of $15,000 would pay personal property taxes $11.39 annually.

The city currently has a total property-tax levy of 69 cents, including the debt-service levy. The owner of the house with an appraised value of $100,000 pays annual property taxes of $131.10 to the city government. The owner of a $15,000 car pays personal property taxes of $34.16 to the city.

Approval for each bond issue would require a four-sevenths majority, or 57.1 percent. Lawver said if one bond issue were to be approved and the other were to fail, the property-tax levy would be set at a level necessary to repay the approved project.

In the 1st Ward City Council race, incumbent Barbara Evans faces challenges from Donald Marshall and Julie Alford. Ron Daniel said he has dropped out of the race.

Evans, 65, lives at 106 N. Grimes. She is a retired school cook and has lived in Carl Junction her entire life. She graduated from Carl Junction High School. She has served 12 years, six terms, on the City Council.

Marshall, 67, 1203 Scott Drive, is a deputy with the Jasper County Sheriff’s Department. He grew up and graduated from high school in Stockton. He graduated from the Missouri Southern State College criminal justice program. He has lived in Carl Junction the past 27 years. He previously served on the City Council for six years, about 18 years ago.
