WEBB CITY, Mo. — Webb City residents will take up a bond issue again Tuesday that was defeated last August by about 30 votes, and also decide a race for a 4th Ward City Council post.
The bonds will pay for a variety of street projects. The debt will be paid off with money raised through a three-eighths-cent sales tax that did pass last August.
Because last year’s vote was conducted in August, the bond issue needed a two-thirds majority to pass. City Administrator Steve Garrett thinks the bond issue could pass this time because the April ballot only requires a four-sevenths, or 57.1 percent, majority to pass.
In this election, Webb City’s 4th Ward City Council incumbent Gene Mense faces challenger Randy Cahoon for a two-year seat.
Street bond issue
The sales tax passed last year is estimated to bring in $400,000 to $500,000 a year. It raised the tax rate to 7.759 percent in the town, and does not have a sunset date. The city wants authority to borrow $7.6 million to $7.8 million so the city can do capital street projects with a lump sum now rather than waiting until it saves up enough money from the sales tax.
“This is so we can do several projects at the same time, so we don’t have to piece-meal it over a lot of years,” said Mayor John Biggs.
Garrett said the city would repay the bonds in 20 years.
Some of the proposed projects the bonds would pay for include:
Extending Carl Junction Road 12 blocks (less than a mile) to connect North Main Street to North Madison.
Extending North Pennsylvania Avenue two blocks to connect with Carl Junction Road.
Widening Madison at MacArthur Drive (Highway 171) and improving that intersection.
Repair Hall Street from Zora to Highway 171.
