School issues meet with mixed results from voters

School measures Tuesday succeeded in Avilla but fell short in Jasper.

Voters in the Avilla R-13 School District approved a measure to eliminate the Proposition C tax rollback. That means the operating levy of the district will be increased 27.03 cents, to $3.58 per $100 assessed valuation.

The measure passed by three votes, 117 to 114.

Passage of the measure was needed to pay for increased operating costs triggered by increased fuel and food costs, school board president Kyle Slichenmyer said, and to ensure maximum funding from the state.

“Everything has gone up because of gas prices,” Slichenmyer said. “Our budget was tight before, and it will still be tight, but with this we will get more funding from the state.”

Avilla’s levy was rolled back after the 2007 reassessment increased property values enough to trigger the Proposition C rollback. Proposition C is the state sales tax for education. Passage of the measure will allow the district to increase its levy to at least the state minimum, meaning it will receive a maximum allotment from the state’s school-funding formula.

Slichenmyer said the measure should bring in about $30,000 worth of extra county revenue and about $70,000 in extra state revenue.

“I’m tickled to death that it passed,” he said.

In the Jasper R-5 School District, a $4.7 million bond issue to finance new construction fell short.

Though a majority of voters, 51.6 percent, favored the measure, it did not receive the 57.1 percent needed for approval. The measure received 475 votes in favor and 444 against.

Money from the sale of bonds would have been used to build new high-school classrooms, a gymnasium and a cafeteria.

“The board has looked at this seriously,” said school board president Tim Atnip. “We have asked twice, and voters said ‘no’ both times. With this one turned down, I don’t think the people of Jasper want a new school.”

The proposal was similar to one that voters rejected in April. That vote failed, 53.9 percent to 46.1 percent; it also needed 57.1 percent to pass.
