Joplin voters returned an incumbent and a former member to City Council seats in voting Tuesday, according to complete but unofficial returns.

William “Bill” Scearce, an insurance salesman and estate planner, and Morris Glaze, a freight salesman and incumbent councilman, are the apparent winners of a five-way race for two seats.

Voters did not return a second incumbent, Bob Harrington, to his seat. He polled 30 votes fewer than Glaze. Harrington, in February, was the subject of a council vote that called for a reprimand of him over an election issue, but the council, by one vote, did not issue the reprimand.

The vote totals: Scearce, 1,125; Glaze, 960; Harrington, 930; Veda Boyd Jones, 874; and Keenan Cortez, 741.

Scearce, 67, received 933 of his votes in Jasper County and 192 in Newton County.

He had publicly taken the council to task for decisions made in connection with the $10 million Joplin Sports Complex. He ran a campaign based on the theme that he has a vision for Joplin in which there are jobs for all who want them, public safety and transparent government.

“I thank the citizens of Joplin for voting for me,” Scearce said Tuesday night. “I wish there had been a bigger voter turnout, but I appreciate every citizen of Joplin who elected me.”

Asked if there are any issues he would advance immediately, Scearce said: “Honest and open government. Government’s that open. I want to hear what every citizen has to say. Whether they voted or not, they have the right to speak up because they’re a citizen, and I want to hear their view.”

He said he thinks the votes mean that people have faith in him. “I think I bring a new open and honest perspective to the council that I think is refreshing,” he said. “I hope the citizens understand I represent them. I’m not there to represent any special-interest group.”

Scearce previously served on the council from 1982 to 1990.

Glaze received 765 of his votes in the Jasper County portion of Joplin and 195 from Newton County. He was appointed to the council in April 2006 to serve the unexpired term of a member who died in office. He has worked on several economic-development committees of the city and the Joplin Area Chamber of Commerce. He has been chairman of the chamber’s Joseph Newman Business and Technology Innovation Center and serves on the chamber board.

“I want to thank the voters for giving me that support,” he said Tuesday night. “I’ll give them results. I’ll represent the voters in the next four years.”

Asked what issues or projects he would pursue, he said: “I’d like to see us move to the second phase on the sports complex as soon as possible. I also would like to work on voluntary annexation along I-44 and Highway 249.”
