PITTSBURG, Kan. — With a decisive victory, Republican Bob Marshall has laid claim to a traditionally Democratic seat in the Kansas 13th Senate District, according to unofficial results from Tuesday’s election.
Marshall, 70, of Fort Scott, bested Democrat Patty Horgan, of Pittsburg, by a vote of 15,259 to 10,842, with all precincts reporting. Marshall, a former Marine and former athletic director at Fort Scott Community College, has never previously held an elected office.
The district encompasses Crawford and Bourbon counties, and portions of Cherokee County. Marshall won handily in Bourbon County, and edged Horgan by 300 votes in Crawford County.
The Kansas 13th Senate District seat has long been a Democratic stronghold. Sen. Jim Barone, D-Frontenac, held the post for 12 years before deciding not to seek re-election this year.
In other local legislative elections, incumbents staved off challengers in the 14th Senate District, as well as the House 2nd and 3rd districts.
In the Kansas 14th Senate District, Sen. Dwayne Umbarger defeated David Miller by a total of 7,852 to 3,843, with 43 of 97 precincts reporting. Umbarger, 55, of Thayer, was first elected to the Senate in 1996. The 14th District is made up of Cherokee, Labette, Neosho and Montgomery counties.
Incumbent Democrat Robert “Bob” Grant defeated Republican challenger Jeffrey Locke in the 2nd House District by a total of 5,818 to 3,088, with all precincts reporting.
Grant was elected to the state House in 1996. The 2nd House District takes in portions of Crawford, Cherokee and Bourbon counties.
Fellow incumbent Democrat Julie Menghini defeated Republican Thomas Price to retain her seat as 3rd District House representative by a vote of 5,009 to 2,235, with all precincts reporting. Menghini was first elected to the post in 2004.

Billy Long, a Springfield auctioneer, real estate salesman and former radio talk show host, won the Republican nomination for Congress from Missouri’s 7th District on Tuesday, while the Democratic nod went to Scott Eckersley, an attorney from Kimberling City who at one time worked for former GOP Gov. Matt Blunt.
