Carthage council to boost proposed annexation plan

CARTHAGE, Mo. — Carthage officials hope to pitch an annexation proposal to civic groups and other organizations before a Feb. 3 vote on the measure.

The Carthage City Council on Tuesday unanimously approved a resolution setting another election on a proposal to annex the Southwind Acres commercial and residential development at Grand Avenue and Fir Road.

The proposal was approved by Carthage residents but rejected by those in Southwind Acres during the Nov. 4 general election. The tally was 2,606 in favor and 1,723 opposed in the city, and one in favor and 25 opposed in the proposed annexation area. State law allows a second-round vote; the measure will be endorsed if it is approved by two-thirds of the combined, total vote.

Had the Nov. 4 election been the final vote, the measure would have been endorsed by 60 percent of the voters — not enough for approval.

Tom Short, city administrator, said officials will work to circulate additional information on the proposal.

“It’s a growth issue, and since the city totally surrounds it (the subdivision), it has an impact,” he said. “There are apparently some protective covenants about development of the residential area, but we’re not aware of anything like that on the commercial property along the highway. If a junkyard or something like that moved in, it would hurt the city and them.”

Several Southwind Acres residents attended Tuesday night’s council meeting, but none spoke, Short said. Subdivision residents have said they do not want to come into the city, and that they are not interested in zoning controls, other city services or paying city taxes.

In related action, the council adopted a measure allowing the sale of fireworks in the city. Some Southwind Acres property is used for fireworks sales, and the city’s ban on fireworks sales was questioned in conversations with landowners leading up to the election.

In other business, the council approved:

Assessment of $2 in court costs for an inmate-security fund.

A resolution allowing the city to trade equipment with the Carthage Special Road District. Carthage will get a 2003 Ford tractor with a side-boom mower in trade for a 1995 oil-spreader truck that the city does not use since going to another road-repair method.

A resolution authorizing the city to participate in the Cooperative Procurement Program of the Missouri Department of Transportation.
