Attorney tells resident dog was banished from city

CARTHAGE, Mo. — A Carthage woman was invited to meet with the City Council’s public safety committee after she addressed council members about problems with a neighborhood dog she identified as a pit bill.

Denise McConnell, 1036 Euclid Ave., told council members during their meeting Tuesday night that the dog had run loose for some time, and that it had chased neighbors and recently bit a mail carrier. She said she did not understand why the dog was allowed in Carthage, since the city has a ban on pit bulls and vicious dogs. She said the dog should have been quarantined by a veterinarian after the attack, but she could find no record of such action when she checked with municipal court.

“The dog was home in 10 days, before anything ever went to court,” she said.

Nate Dally, the city attorney and city prosecutor, said the dog was quarantined for 10 days with a vet, which is what the city ordinance requires. He said the dog is no longer in Carthage after the owners pleaded guilty to harboring a vicious animal.

“We just couldn’t get them into court in 10 days,” Dally said.

Councilman Bill Welch, chairman of the public safety committee, asked McConnell to meet with the committee. He said that if changes in the city’s animal control ordinance are needed, they would start with the committee.

The council also approved Mayor Mike Harris’ appointment of Lee Carlson, 721 Euclid Ave., to a 4th Ward council post. Carlson will serve for one year and fill a post that was sought by Mike Riley in the April 6 election. Riley, who was unopposed on the ballot, died the day after the election.

The council also:

Authorized the mayor to apply for federal funds via the Missouri Department of Transportation. The money would help fund operation of the city’s taxi program.

Approved a settlement with Alltel, as part of a statewide lawsuit against cellular telephone companies, under which the city would receive $2,564.

Waived limits on the number of rummage sales allowed each year for residents who participate in the citywide rummage sale on Saturday.

Authorized up to $2,500 for vests to be worn by police officers working on the DWI task force, with the funds to be reimbursed by the Missouri Department of Transportation.

Heard a report from Zeb Carney, public works director, that more than 1,000 television sets, computer monitors and other electronic items were accepted during a recent e-waste collection at the city’s recycling center.

Approved Harris’ appointments of Sabrina Drackert, Kelly Harris, Karen Herzog and Tom Flanigan to the Battle of Carthage Sesquicentennial Committee, and the reappointment of Crystal Stiles to the Planning, Zoning and Historic Preservation Committee.

Mayor Mike Harris designated Beautify Carthage days on May 23, June 27 and July 25, to thank members of Bykota Church and volunteers from Camp Barnabas for cleaning up properties in the city on those days.

  • Open house to celebrate projects at courthouse

    County officials will join representatives of local chambers of commerce and others for a ribbon-cutting and open house to mark the opening of a Route 66 display in the lobby and a new “peace star” atop the building.

    County officials are bracing for more state budget cuts to translate into a loss of county revenues.
    In an effort to balance Missouri’s budget, the state earlier this year cut the amount it reimburses county assessors for work to determine property values. The budget approved by lawmakers for fiscal 2011 calls for cutting the amount the state reimburses counties to house prisoners bound for state lockup.
