Defendant ordered to stand trial in 1984 slaying in Joplin

A suspect in the 1984 slaying of a Joplin woman waived his right to a preliminary hearing Wednesday on a charge of first-degree murder.

Paul A. Moses, 65, waived the hearing in Jasper County Circuit Court and was ordered bound over for trial by Associate Judge Richard Copeland. The judge set the defendant’s initial appearance in a trial division of the court for April 11.

Moses was extradited from California to face murder and rape charges in the death of 62-year-old Frances Ramsey after almost 30 years as a fugitive.

Ramsey’s body was found the morning of Aug. 11, 1984, inside the unoccupied half of a duplex at 2337 S. Main St. She had suffered blunt-force trauma to her head. Moses had been seen leaving a bar with her the previous night. But police were never able to locate him for questioning.

A probable-cause affidavit filed with the rape charge in December indicates that evidence obtained from the victim’s body was determined to match the DNA profile of the defendant.
