It is critical for the citizens of Joplin to understand why there is opposition to the City of Refuge’s proposed move to the First Baptist Church building. I fully support helping the homeless.
However, I believe locating homeless shelters near schools or in a historic district is not the right thing to do for our community. I also believe that the city of Joplin needs to provide guidance for how these shelters are run.
There must be strict rules governing location, security, education, work programs, hours of admittance, and drug and alcohol policies. Shelters that operate without such guidelines invite homeless people that do not want to live under such rules to relocate from other areas. Indeed I have witnessed an explosion of homeless people in the area and been told that Joplin has become known as an “easy” area for a handout.
This type of service does not really help those in need, it only encourages people who do not want to live by rules that can provide long-term help to relocate to our city.
Also, people who think the homeless do not provide a security risk need to read the Globe article (May 3) about two men who invaded a Joplin’s woman’s home and allegedly raped her. One of those men told police he was homeless.
The city of Joplin is currently working on guidelines and assistance that can put together well-run and safe programs to help those in need. The City of Refuge relocating to the First Baptist Church will predate the guidelines that will be set by the city. Let’s let the city take the lead prior to establishing any more shelters.
