JOPLIN, Mo. —
I read that property owners near a proposed Empire District Electric Co. substation site in a new addition on the south side of town are effectively protesting the building of the substation near their properties.
Empire District Electric has selected this site to minimize the cost that must be paid for by all of its rate payers. You may note that all or almost all of its substations are sited so as to be in the most economical locations.
Is it fair to construct this substation in a more expensive location to please these more affluent and influential power users? I protest this discrimination that will increase my power bill.
