JOPLIN, Mo. —
In regard to the article “Empire outlines revised plan” (Globe, Sept. 14), let me inform you of the facts that were not included in this article.
Tina Gaines said the company’s revised plan for the site moves the substation 55 feet north. That adjustment makes the location “completely north of the Hidden Hills subdivision.” Fact: The substation may be to the north side of Hidden Hills but it will still abut Hidden Hills subdivision and all the undeveloped R1 residential zoned property surrounding it.
Noise would be minimal Empire officials said and the solid fence would further reduce that. Fact: The solid fence will only reduce the noise from the components located behind said fence, not the ones that will be located above it.
Doug Doll, president of Arvest Bank, said the bank will donate two residential lots the bank owns in the development immediately next to the substation entrance that are still wooded and would provide a natural buffer. Fact: The homeowners will have to form a Homeowners Association, purchase liability insurance, maintain and pay taxes on this donated land.
The proposed substation has not frozen lot sales in the developing Hidden Hills neighborhood. Three lots have been contracted for sale since the substation was proposed. Fact: One lot purchaser was originally considering a lot in the back, until they found out about the substation. They have now decided on a lot much further away from the substation. The two other lots are at the entrance of the subdivision (as far away from the substation as you can get within the Hidden Hills subdivision), one of which is being purchased by a current homeowner for the purpose of enlarging their property. In addition, lot prices have been reduced, as stated on their signs.
Empire showed residents photographs of a similar neighborhood in Springfield where a substation did not affect property sales or values. Fact: Joplin property is compared with Joplin property when attaining comps. A property is compared with similar properties in the surrounding area that has sold within the past year. That’s how a real estate agent comes up with the comparable value of your home. Not by comparing it to homes in another city.
