Globe/T. Rob Brown A pile of cut-up tree limbs and trunks flanks Charles Smith on Thursday as he talks about the trees that the May 8 windstorm toppled in his yard in rural Webb City. The Federal Emergency Management Agency has opened an office in Joplin primarily to assist the public in connection with the storm’s damage to property.
