City, state, industry officials discuss Carthage odor issues

CARTHAGE, Mo. — Steps that were discussed Monday may help, but Carthage Mayor Jim Woestman said the state needs to adopt stricter rules to address odor problems such as those that have bothered the city and its residents in recent years.

Woestman made the comments at the end of a two-hour meeting in which representatives from the city, the Missouri Department of Natural Resources and several industries met to discuss odors from the city’s industrial bottoms.

While saying he appreciated the state’s efforts, the mayor described the session as “a feel-good meeting,” and said the state needs to adopt and enforce stricter odor rules.

“They (the DNR) can only do what they have the regulations to do,” he said.

The session was organized by the DNR and brought together representatives of industries including Renewable Environmental Solutions, the biofuels producer most often cited in complaints to the DNR as the source of the city’s odor problems.

Also on hand were representatives of ADM Milling Co., Schreiber Foods, Leggett & Platt Inc., and Butterball.

Woestman told the gathering that Carthage wants to keep its industry and wants businesses to succeed.

“But, we’re feeling taken advantage of,” he said. “We want the city back. We have to have this problem solved.”

Leanne Tippett Mosby, deputy director of the DNR’s Division of Environmental Quality, said the state also wants a solution. Despite complaints from city officials and residents, the DNR has cited no companies for odor violations in Carthage for more than two years.

“Smelling an odor doesn’t necessarily mean there’s been a violation,” she said.
