PICHER, Okla. — Residents of Picher and Cardin listened Thursday night as review appraisers explained steps that will be taken to ensure that the next round of buyouts in the former mining field is fair.

About 50 residents turned out for the session staged by the Lead Impacted Communities Relocation Assistance Trust, the organization managing the government buyout.

The residents attended to learn how the procedure will be improved with more information provided by the property owners to appraisers.

“We’re not here to talk about specific properties,” said Mark Osborn, a trust member.

Betty Cagle, review appraiser, distributed information sheets to property owners that will allow them to provide details about their properties, including any improvements.

Once appraisals are completed by Cinnabar Services of Tulsa, a company that was awarded an $1.8 million contract to do appraisals, the appraisals will be studied by three reviewers.

“We have the final decision,” Cagle said.

She said review appraisers will look at existing homes that are for sale for comparison with the values set by Cinnabar.

“We still have 100 appraisals that already have been done,” she said.

Most of the meeting was spent with Cagle discussing how appraisals are done.

Resident John Frazier asked why a garage that has been carpeted and has been converted to living space doesn’t count in the total square footage of a house.

Another resident asked why his garage that had been converted into an office was not counted with the house.

Frazier also asked why he was paid a few thousand dollars for his shop building that cost $10,000 to construct.
