CARTHAGE, Mo. — Too many motorists disregarded barricades designating high water across roads in rainstorms that swept through the area in the past week, Jasper County Sheriff Archie Dunn said Thursday.

In a discussion about the local response to the storms, Dunn told members of the County Commission that he would like to look at beefing up enforcement against those violators.

“We had people drive around barricades in some areas,” Dunn said. “And worse than that, we had people who would get out and move barricades, and that’s really dangerous.”

Disregarding and moving safety barricades is against the law, and Dunn said he hopes to find a way to better enforce those measures in the future.

He said officials found some spots where barricades had been left at the side of the road by motorists who moved them.

“Of course, no one did that at spots where were we had someone there, but there was water across roads in 44 areas in the county, and we didn’t have people everywhere,” he said.

Dunn said all his officers, including investigators, were assigned during the heavy rains to either man barricades or respond to flood-related emergencies. He and Keith Stammer, Joplin-Jasper County emergency management coordinator, reviewed activities at an emergency operations center that was set up at the dispatch center of the Jasper County Emergency Services Board.

Dunn said officials tested a “black-box” device that is designed to allow all

local law-enforcement agencies to communicate, regardless of radio frequencies. He said the device worked well, except for Joplin Police Department radios. He said officials discovered that they were using an older radio from Joplin, “and the new ones worked fine.”

Stammer said he is advising local governments to carefully track costs of their response to the storms, in case the area receives a disaster declaration that would make some costs eligible for federal reimbursement.

Jim Honey, Eastern District commissioner, said a number of roads in the northern part of the county were damaged by high water, and that repairs will begin as soon as possible.

The commissioners also discussed how the county could respond to water runoff problems in residential subdivisions.

“A lot of that water flushed out on county roads,” Honey said. “We need to look at adding a water retention requirement.”
