More evidence surfaces in probe w/ emails exchanged between Joplin city officials

Onstot replies, “Last week, the mayor (Tupper) asked that I work on this. Does he know the pace is too quick? I’m caught in the middle and not sure what to do here. Please advise.”

Brill’s e-mail, dated Dec. 17, is addressed to City Clerk Barbara Hogelin. It informs Hogelin that Brill is bringing her copies of a state legislative summary. “Mr. Tupper told me to give them to you — I think to put in council packets,” the e-mail reads.

Onstot and Jones declined to comment Thursday. Brill could not be contacted Thursday and did not return messages left on the work phones.

A notice of the issues to be presented at Monday’s hearing, prepared by the city’s legal staff, was sent to Tupper on June 12. Several of the issues are related to public criticism Tupper made of Calvin and the parks department, particularly related to maintenance at Joe Becker Stadium.

In addition to incidents involving Onstot, Jones and Brill, Tupper is cited on allegations that:

n On March 1, Tupper said in front of city employees that he intended to complain about Calvin until Calvin quit or was fired. (Calvin resigned April 22, effective May 30.)

n He directed a parks department employee the weekend of Missouri Southern State University’s first baseball game of the season at Joe Becker that the parks department would not cancel games because of weather conditions.

n In early April, Tupper directed the city manager to fire Calvin and two subordinates.

Council discipline

If the City Council finds by a vote of seven or more of the nine members that member Jon Tupper violated the city charter or ethics code by interfering with city employees, he would forfeit his office.
