Bill poses more regulation for providers of abortions

Missouri Gov. Matt Blunt stopped Friday to talk to a crowd gathered at LifeChoices, an anti-abortion organization at 531 E. Seventh St. in Joplin.

The stop was one of several around the state for ceremonial signings of House Bill 1055, also known as Missouri’s Alternatives to Abortion Program. The measure, among other things, bans abortion providers from sponsoring and teaching sex education in Missouri classrooms.

The law places more abortion clinics under government oversight by classifying them as ambulatory surgical centers. Planned Parenthood claims the law could force it to spend more than $1 million to remodel some of its buildings.

Blunt used the opportunity to speak about his support for the bill.

“When I campaigned for governor. I promised I would work to further the cause of life in our state and reduce the number of abortions that are proffered in Missouri,” Blunt said. “In August of 2005, we took some big steps toward that goal. Today we take another big step forward, this bill, House Bill 1055, is one of the strongest pieces of pro-life legislation in Missouri history.

“By placing Missouri’s alternatives to abortion in statute, this bill will continue ongoing support to organizations like LifeChoices, which meet the needs of pregnant and expecting women and new mothers. The program will allow state money to be used in places like LifeChoices and other similar agencies across the state that offer services and counseling to at-risk expecting mothers.”

A Planned Parenthood official termed Blunt’s words “political propaganda.”

“Essentially, what Gov. Blunt and the Legislature is doing is saying that teens need to be protected from information, not from sexually transmitted infections or unintended pregnancies,” said Peter Brownlie, chief executive officer of Planned Parenthood of Kansas and Mid-Missouri.

The state already requires abortion centers to be licensed, setting forth specific standards for their staff, operations and buildings. But because of the definition of an abortion clinic — requiring abortions to generate half its revenues or patients — a St. Louis Planned Parenthood clinic is the only center in Missouri actually regulated as an abortion clinic.

The Department of Health and Senior Services said the new language about ambulatory surgical centers would cause three additional abortion facilities to fall under its licensure, but it declined to identify them.
