The Olivia Apartments building at 320 Moffet Ave., regarded when it was built as one of Joplin’s most luxurious apartment buildings, has been placed on the National Register of Historic Places, according to owner Mark Williams of Joplin.

Williams, vice president of sales and marketing for Sign Designs, said the designation will allow him to apply to the state Department of Natural Resources for permits and grants to undertake the removal of asbestos and lead paint as part of the restoration effort of the historic apartment building. He applied for the designation in February.

“What we’re most excited about is the amount of money it will bring into the Murphysburg area and Joplin, in the range of a half-million dollars,” Williams said. He said that’s the estimate for the asbestos removal and the lead-paint remediation, and that work can begin in about six weeks.

Murphysburg is a section of old homes, many noted for their historic architecture or built or previously occupied by early-day or prominent residents. It is Joplin’s only designated historical residential district, though the downtown is seeking designation for certain buildings and areas, and there are historic homes and structures in individual locations throughout the city.

Williams said earlier that a place on the National Register also makes the Olivia eligible for state and federal historic tax credits that provide 20 percent to 25 percent reimbursement for certain expenses. He said Tuesday that corporations can buy the tax credits to offset their tax bills and the payments for those credits help pay for renovations.

His plan includes renovating the building for 31 apartments, some offices, a banquet hall that will accommodate 240 people, a rooftop deck for groups of up to 50 people, and a coffee shop.

The application for the designation cited the building’s historical significance as the building’s architecture, defined as the Roman revival style or “Pompeian fashion,” with French doors that opened onto balconies.

Front doors open into a rotunda with pillars and a ceiling mural in the lobby. Apartments each have large fireplaces and many of the walls are wainscoted in marble.

The Olivia was built in 1906 by local architect Austin Allen for $150,000.

Allen designed several buildings, and all of his creations now hold national designation. Those buildings are the Newman Building, which now serves as City Hall at 602 Main St.; St. Peter’s Catholic Church, 812 S. Pearl Ave.; the United Hebrew Congregation, 702 S. Sergeant Ave.; and the former Elks Lodge building, 320 W. Fourth St.
