wkennedy@joplinglobe.com The Joplin City Council on Monday approved a contract with CTBXaviation for $144,900 for assistance in preparing the design specifications for the new air-traffic control tower and base building at the Joplin Regional Airport. The contract includes testing of concrete and asphalt for the project. In a related project, the council approved a utility easement with Missouri American Water Co. for a new water service line for the new terminal at the airport. The company will install 9,748 feet of 12-inch water main and two fire hydrants at a cost of $371,399. Once completed, the line will be owned and maintained by the water company. The company will reimburse the airport for each new customer that connects to the line. The reimbursement program will be in effect for 10 years. The council also approved an application for $73,106 in state funding to help finance operation of the Metro Area Paratransit System. The service provides curb-to-curb public transit to residents of the metro area. MAPS provided 67,735 rides last year. The majority of MAPS riders are elderly, disabled or have no personal transportation available. The service is funded by a combination of rider fares, donations, and local, state and federal operating assistance. Total operating expenses amount to $860,000. Passenger fares generate $100,000. Federal assistance amounts to $380,000. It is matched by local assistance of $380,000. The state assistance, which does not require matching funds, is $73,106. In other business, the council: n Approved the rezoning of land at 301 S. Florida Ave. to permit the construction of a duplex, and the rezoning of land at 602 and 604 S. St. Louis Ave. from residential to commercial. n Denied a request to dedicate property for a public street to be named Greenwood Drive. The private drive is north of Ninth Street, about 330 feet east of the intersection of Rex Avenue and Ninth Street. The council denied the request because of concerns about the title. The city’s planning and zoning board also recommended denial. n Declared a parcel of city-owned land at 2619 E. Fourth St. as surplus and authorized the city manager to sell it. The minimum bid will be the property’s appraised value. n Accepted the dedication of property for a public street to be named Arizona Avenue in Silver Creek Galleria.
