jhadsall@joplinglobe.com WEBB CITY, Mo. — The sales tax will likely go up, but a series of road projects in Webb City will not get started this year. Webb City voters on Tuesday approved a three-eighths-cent sales-tax increase, but they turned down a $7.6 million bond issue. A majority of voters supported the bond issue, but the vote fell short of the two-thirds majority required for passage. The sales-tax issue passed with a vote of 413 in favor to 270 opposed, a 60.5 percent majority. A simple majority was required for passage. The bond issue received 61.2 percent approval, with a vote of 413 in favor to 262 opposed. Under Missouri law, general-obligation bond issues must pass by a two-thirds margin except on certain election days. Both measures were needed for Webb City to start more than $15 million worth of road construction projects. The sales tax was to provide funding to pay off the bond issue. City Administrator Steven Garrett said the city has been advised by legal counsel that it could collect the sales tax because it was approved as its own issue. Mayor John Biggs said the city likely would implement the tax and save those proceeds specifically for road work. The bonds will have to wait, he said. “We’re going to take a look at our options,” Biggs said. “Maybe there are some other things we can do to get the money we need.” Susan Richards, who lives on Hall Street, voted “yes” for both propositions. Upgrading Hall Street is one of the projects the city wants to accomplish. “That road needs to be repaired badly,” Richards said. “It has potholes all over it, and trucks are always driving on it.” Frederick Landreth said he was skeptical about the proposal, but he eventually decided to vote for both propositions. “I wasn’t going to vote for it at first, because there are so many other things we need to repair,” Landreth said. “But it will be good for the growth of the city, and our city leaders will have a good plan.”
