The Baxter Springs School District has proposed a 2008-09 budget with spending of $13.7 million, a nearly 15 percent increase over 2007-08 spending of $12 million. Yet, the district budget includes a small decrease in taxes. The Board of Education will conduct a public hearing on the budget beginning at 6 p.m. Monday. The proposed tax rate connected to the 2008-09 budget is 41.132 mills. The tax rate for the 2007-08 budget was 41.138 mills. The owner of a house in the district with a market value of $100,000 would pay property taxes toward the district budget of $427.02, which is 7 cents less than the homeowner paid this year. Superintendent Dennis Burke said the district is benefiting from a projected enrollment increase paired with an increased assessed valuation in the district. He said the increase in assessed valuation allows the district to raise more money with the same tax rate. The enrollment increase results in more funds from the state without any property-tax increase. He said the state funds also are partly responsible for the budget increase. “It gives us more resources to do our job, and it shows our district is growing,” Burke said. The state has increased the base state aid per pupil by $59, from $4,374 in 2007-08 to $4,433 in 2008-09. The Galena Board of Education will conduct a public hearing on its $13.3 million budget starting at 6:30 p.m. Monday. Spending in the proposed 2008-09 budget is a nearly 15 percent increase from spending in the 2007-08 budget totaling $11.6 million. The tax rate connected with the 2008-09 budget is 52.143 mills, while the 2007-08 budget had a tax rate of 47.495 mills. The owner of a house in the district with a market value of $100,000 would pay property taxes to support the new budget totaling $553.64. That’s a $53.45 increase over the homeowner’s property tax bill of $500.19 this year.
