New state laws effective Tuesday

Beginning Tuesday, universities in Missouri cannot raise tuition faster than the inflation rate, and abortion providers cannot present information to students in public schools. Missouri residents won’t need to see their sheriff for a gun permit, and they won’t need to see the county recorder three days before their wedding.

Gov. Matt Blunt signed 128 bills into law this year. Though a handful took effect immediately upon the governor’s signature, the rest kick in Tuesday.

One of the new laws is the so-called “castle doctrine,” sponsored by Sen. Jack Goodman, R-Mount Vernon, and Rep. Marilyn Ruestman, R-Joplin. Under the law, people do not have to attempt to flee if their home or car comes under invasion. Instead, they may use lethal force to defend themselves. And Missourians who want to carry a concealed weapon won’t have to go to the sheriff to obtain a permit to buy a gun anymore.

“It was a duplicate application,” Ruestman said. “Gun buyers have to fill out a federal permit and background check, so doing it again takes a lot of time away from the sheriff’s office.”

Ruestman said all other requirements of Missouri’s conceal-and-carry law remain in effect.

Marriage delay?

Beginning Tuesday, couples who want to get married can obtain a marriage license in a single visit to the courthouse. Before, they had to wait three days to get a marriage license, said Jasper County Recorder Donna Grove. That meant they had to make two trips — one to apply for the license and another to pick it up. The change to the law will save engaged couples and courthouse workers time, Grove said.

Couples who want to get married will need to present legal identification and proof of Social Security numbers, and pay a $51 license fee at the recorder’s office. The license is good only if the wedding is conducted within 30 days. It can be used in any county in Missouri.

Health program

Also Tuesday, Missouri’s Medicaid program will be transformed into MO HealthNet.

“One of the first things that will start is watching for fraud and misrepresentation,” Ruestman said. “That is key to getting an explosive health-care system in control.”

Don McBride, executive director of the Ozark Tri-County Health Care system, which serves many Medicaid patients, said they will not see major changes immediately.

“We are not expecting a lot of changes in billing or other things,” McBride said. “This is a program that will be rolled out in phases.”
