The problem caused the power to blink throughout Joplin, said Empire spokesman Amy Bass. She said a damaged insulator took down power north of Second Street and south of Fountain Road from Main Street west to the state line. Customers in that area were without power from 1 to 1:45 p.m. Electrical power throughout the city was momentarily affected when the damaged insulator failed and again as a repair crew routed around the area of damage. Power has been restored to all customers, but the crew was still working on the repair about 2:30 p.m., Bass said.
