Miami council set to review investigation

MIAMI, Okla. — The results of an investigation into a complaint of alleged harassment made against a Miami City Council member will be the topic of a Monday closed-door session.

City Attorney David Anderson said he was authorized by the council to hire an outside investigator to look into the harassment allegation against Councilman John Dalgarn initiated by a city employee.

The claim, according to Anderson, stems from an incident in which Officer Alicia Hogan encountered Dalgarn as she carried out her duties as a code enforcement officer. Anderson did not disclose the details of the incident.

City Manager Huey Long would not comment on the issue except to say that it was a confidential matter that was “too sensitive” for comment.

The council voted in August of 2009 to move forward with an investigation but the process was delayed due to unexpected health issues and a family loss by the investigator, according to city officials.

Anderson spoke with the investigator last week and expects to have the results in hand prior to Monday’s 6 p.m. meeting.

Hogan and Dalgarn declined to comment Saturday when contacted by phone.
