JOPLIN, Mo. —
Remarks made by the Joplin Sports Authority executive director in an e-mail regarding a City Council appointee to the JSA offended some council members and created controversy among them.
At a meeting Aug. 16, the council made appointments to fill two seats on the JSA board: retired coach and businessman Jerry Chew, and marketer Matt Lee.
The next day, JSA director Patrick Tuttle e-mailed City Clerk Barbara Hogelin and asked: “Did the Council OK my two Board actions)?”
Hogelin replied by e-mail, telling Tuttle of the appointments of Chew and Lee.
A day later, Tuttle replied: “OMG, we did not want Jerry Chew. Close friend of Bill Scarce (sic). Good God!!”
Councilman Bill Scearce told the council Tuesday night that Tuttle was trying to usurp the council’s authority to make appointments. Other council members said they found Tuttle’s remarks offensive.
Tuttle said he did not mean that Chew was not welcome on the board. He said he meant to convey that someone else was in line to receive Chew’s appointment. He also said that information about board preferences used to be conveyed to the city clerk, and apparently the council has changed that procedure and he was unaware of the change.
