CARTHAGE, Mo. —
Appointments that Mayor Mike Harris plans to make today will address vacancies — one long-standing and one short-term — in 2nd Ward posts on the Carthage City Council.
Harris will name the residents when the council meets at 7:30 p.m. in council chambers at City Hall.
Donald McLaughin and Larry Quinn Chapin are to be named to fill the posts. McLaughin, 725 Olive St., would complete a two-year council term; Chapin, 728 W. Central Ave., would serve a one-year term.
The two men are on the ballot to run for those positions in the April 3 city election. Without the appointments, both 2nd Ward council posts would have remained empty until after the election, the mayor said.
“They had filed, one for each seat, and are running unopposed,” Harris said. “It seemed logical to go ahead and appoint them. It will be nice to see 10 faces for a change.”
One of the posts has been vacant since last April. The second emptied at the last council meeting, when Timothy Teed stepped down. First elected in April 2008, Teed was serving his second council term. He resigned because he is moving from Carthage.
Another candidate, Jason T.A. Shefler, 1628 S. Maple St., is running unopposed for a 5th Ward seat, but Carthage voters in April will be deciding races for three other posts.
In the 1st Ward, candidates are Kirby Newport, 1515 Buena Vista, an incumbent who was appointed to the post last year, and Trevor Smith, 1124 Valley St.
Candidates from the 3rd Ward are incumbent John Studebaker, 1058 S. Garrison Ave., and Dustin Blankenship, 1210 Douglas Court.
In the 4th Ward, candidates are Dick Fanning, 1815 Bluebird Way, and Lee Carlson, 721 Euclid Ave.
Explosives
AN ORDINANCE set for first reading tonight by the Carthage City Council would add a section to the city code to regulate the use of explosives in construction in the city, including a requirement that the contractor obtain a permit in advance.
