Neosho TDD Board critical of city’s legal move

By Roger McKinney

NEOSHO, Mo. — A project to install a traffic signal at Missouri Highway 60 and Kodiak Road will start next week, but that may be the only Neosho Transportation Development District project to start this year.

TDD chairman Ray Stipp said the city, by filing a notice of appeal of a judge’s ruling in December that the TDD can continue, has caused the Missouri Department of Transportation to hold off on other TDD projects. MoDOT assistant district engineer Dan Salisbury on Monday confirmed that.

“We are not moving forward until the legal situation is more clear,” Salisbury said.

Neosho Mayor Richard Davidson on Monday said the notice is not an appeal, but simply protecting the city’s right to appeal. He said no decisions have been made related to an appeal.

“This is really more of a procedural move,” Davidson said.
