Felony charges have been filed against two men who were arrested by Joplin police on suspicion of being in possession of a stolen vehicle.

Police Cpl. Chuck Niess said an officer saw two men pushing a pickup truck about 1:30 a.m. Friday on West B Street near Connor Avenue and stopped to inquire what they were doing.

Niess said the officer thought that one of the men appeared to be under the influence of drugs, and noticed that a window on the truck was broken out and its ignition punched out. Raymond L. Williams, 31, and Carlos B. Gandy, 24, both of Galena, Kan., were taken into custody when the officer learned that the truck did not belong to either of them.

Williams was charged Tuesday by the Jasper County prosecutor’s office with first-degree tampering with a vehicle. Gandy was charged with felony possession of a controlled substance. Methamphetamine allegedly was found in his possession during booking at the Joplin City Jail. Gandy was not charged with tampering, according to court records.
