Lottery panel OKs Penn National contract w/ revised casino overview and contract excerpts
The Kansas Lottery Commission on Monday approved Penn National Gaming’s contract to build and operate a state-owned casino in Cherokee County. The contract now goes to the Kansas Lottery Gaming Facility Review Board for its consideration. It is expected to vote on the contract during a meeting Aug. 21 and 22.

Miami applying for grant to help build small park
MIAMI, Okla. — The Miami City Council on Monday night gave approval for applying for a $75,000 Community Development Block Grant to fund development of a small park adjacent to the Coleman Theatre. The theater and the vacant space proposed for the park are owned by the city. Larry Eller, community development director, said one of the state’s objectives is for the project to benefit at least 51 percent of low- to moderate-income residents. A survey showed that 57 percent of the nearby residents fall into that category, he said.

BAXTER SPRINGS, Kan. — The Baxter Springs Sesquicentennial Committee is working out details of the celebration planned for June 28-July 5. The City Council has budgeted $40,000 for the town’s 150th anniversary celebration, said Mayor Huey York. He said several industries donated an additional $29,000 in sponsorships. “You don’t get this opportunity very often,” York said.

Cherokee County Commission supports scaling back of state casino project
COLUMBUS, Kan. — The Cherokee County Commission on Monday signaled it is on board with Penn National Gaming’s plan to scale back its initial investment in a state-owned casino in the county. The County Commission approved an amendment to its pre-development plan with Penn National. Commissioner Rodney Edmondson said by phone that the company wants to build a casino, restaurant and parking lot as its initial investment. He said a hotel and parking garage would be built in future years under the plan.

Co-defendant pleads guilty to blackmail w/ Schooley plea agreement
The co-defendant of former Cherokee County (Kan.) Attorney Michael Goodrich pleaded guilty Monday to blackmailing Goodrich. Timothy Schooley, 30, of Baxter Springs, pleaded guilty to misdemeanor extortion as part of a plea agreement. He is set to be sentenced July 14, and he faces a possible maximum penalty of a year in federal prison and a fine of up to $100,000. The plea agreement reads that at sentencing, the U.S. attorney’s office would move to dismiss a felony extortion charge against him. Schooley threatened to tell authorities about an alleged financial relationship between Goodrich and employees of Sensations Gentlemen’s Club if Schooley didn’t receive a share of the payments Goodrich supposedly was receiving from club management, according to the plea agreement.
