Bank building to become annex to new courthouse By Debbie Robinson news@joplinglobe.com MIAMI, Okla. — A contract is expected to be approved May 5 with an Oswego, Kan., firm for renovation of a former bank building for use as an annex to the new Ottawa County Courthouse. General Services Corp. of Oswego submitted the low bid of $447,400 for renovation of the IBC bank building that is adjacent to the new courthouse. Crossland Construction Co., Columbus, Kan., submitted a bid of $598,500 for the annex project. The firm is the general contractor for the $5.2 million courthouse project. Meanwhile, construction of the new two-story courthouse has been delayed because of weather and issues with heating and air-conditioning units, said County Commissioner Russell Earls. “We’re experiencing some delays,” he said. “They ordered the wrong units.” The manufacturer is expected to send a crew to retrofit the units for installation, Earls said. Discussion of renovating the existing courthouse or building a new one began after a state fire marshal’s inspection in 2003 found 26 code violations in the 91-year-old building. Officials had hoped the project would be completed by May 1, but delays have pushed back the anticipated completion date to mid-June or early July, he said. Once the courthouse and annex projects are completed, the old courthouse will be demolished. The old courthouse space will be used for parking, Earls said. Parking has been an issue for county offices for some time. The lot for the new annex has 55 parking spaces, and an additional 79 spaces will be available once the current courthouse is demolished, he said. A corner adjacent to the courthouse, which contains 10 vacant lots owned by the county, also will be used for parking, Earls said. An additional 100 to 150 parking spaces will be available on that site. “It will eliminate the parking problem,” Earls said. The former bank building and parking spaces were purchased at a cost of $640,000. The annex will house the offices of Oklahoma State University Extension, the county election board, the Economic Opportunity Commission, and small-claims and traffic court. A portion of the county clerk’s staff also will be located in the annex.
