Galena worker nearly resigns over council interference

GALENA, Kan. — City Superintendent Jerry Richey came to the brink of resigning during a Galena City Council meeting on Tuesday, citing interference with his job by council members.
Before Richey threatened to resign, Mayor Dale Oglesby made a statement apparently designed to head off the situation.
“I’ve got a problem,” Oglesby said as he began. He said council members are responsible for setting city policies, setting tax rates, spending city money and making the laws. As mayor, he said, he is responsible for the day-to-day operations of the city and instructing department heads. He said City Council members shouldn’t be instructing department heads or employees about how to do their jobs.
“They know they have to answer to one person,” Oglesby said. “You’re the guys that set the tone. If we end up with three or four or five mayors, the city can hardly stand one.”
He said council members in other locations have correctly lost their positions for interfering directly with city employees, referring to former Joplin (Mo.) City Councilman Jon Tupper, who was ousted last month.
“Please, please, please let me do my job,” Oglesby said. “Guys, let’s do it right.”
It apparently didn’t work.
There was some tension earlier in the meeting, when Councilman Darrell Shoemaker mentioned that street repairs the council had approved hadn’t been completed.
“I want it done,” Shoemaker said. Richey later asked Shoemaker if he wanted him to drop his other work to complete the repairs.
After Oglesby’s statement, Richey asked any council member who has a problem with him to let him know and he would resign.
“I have a problem,” Councilman David Sizemore said.
“I’ve had enough,” Richey said. “I can’t work with some of them.”
Richey said he didn’t need the job and that he took it only to benefit the city. He has been city superintendent since October 2006. The city superintendent’s position is like a combination of public works director and streets superintendent in some other towns.
