MIAMI, Okla. — The Miami City Council has adopted a flat budget that calls for trimming several employee positions as they become vacant through attrition in the next year.
The $7.5 million budget that represents a “tightening of the belt” attributed to rising fuel costs and rising daily expenses was approved this week, according to Interim City Manager Tim Wilson.
Although estimated revenues will be up by about $200,000, fuel costs and daily expenses outweighed revenues by 11 percent to 12 percent, Wilson said.
Expenses from last July’s flood and the December ice storm also contributed to more expenses, Wilson said.
But in an effort to restrain costs, Wilson said, the city will try to reduce the number of employees.
The city projects total full-time employees for 2009 at 149, compared with 151 this fiscal year.
This year’s budget focuses on reducing staff as they retire or leave for another job, Wilson said.
Proposed new positions that will not be funded this year include a detective position, a solid-waste driver, a street-department employee and a maintenance employee for the Civic Center, he said.
This year’s budget does include a 3 percent cost-of-living increase for city employees.
The city transferred $1,170,000 from the utilities department to help balance the budget, Wilson said.
Last year’s budget was $7,421,677.
Department budget requests totaled $9,370,396 for the 2008-09 fiscal year that began July 1.
The city’s primary source of revenue is a 3 percent sales tax that generated $5,042,039 last fiscal year, a 4.1 percent increase over the previous fiscal year.
