TOPEKA, Kan. — After two days of listening to 11 developers pitch their competing casino projects, the Kansas Lottery Commission postponed voting until next week on the which contracts to endorse because signed agreements haven’t been reached.
At the urging of the Lottery staff, the commission said Tuesday it would meet May 27 — the deadline for signing contracts with those wanting to manage the state-owned and state-operated casinos in Wyandotte, Ford and Sumner counties.
Earlier this month, it endorsed a contract with Penn National Gaming Inc., the sole bidder for the fourth casino site in Cherokee County.
The commission must decide whether applicants meet the requirements of state law. For Cherokee, Sumner and Wyandotte counties, that includes a minimum investment of $225 million and a $25 million privilege fee. For Ford County, a developer must invest $50 million and pay a $5 million fee.
Ed Van Petten, Lottery executive director, said none of the 11 developers appearing before the commission Monday and Tuesday have signed a contract, although agreement has been reached with one whom he wouldn’t identify.
“We’re close to another five, and a few we’re not so close on,” Van Petten said. “Realistically, there might be a holdout or two, but I wouldn’t be surprised if 11 were presented.”
One area of negotiations is the percentage of revenue the state will get. The law calls for a minimum of 22 percent but Lottery officials are hoping to negotiate a higher percentage.
Once the lottery signs contracts, it will forward them to a review board. That board will do its own study with its consultants and staff.
It plans public hearings July 9 in Cherokee County, July 10-11 in Sumner County, July 31 in Ford County and Aug. 13-15 in Wyandotte County.
The review board will pick the managers for the Cherokee and Sumner casinos on Aug. 21-22 and Ford and Wyandotte casinos on Sept. 18-19.
Both Ford County proposals focused on the Old West theme of Dodge City, which gained fame as a cattle town and the location for the “Gunsmoke” television series. Both offered a phased-in project and amenities such as a conference center, restaurants, bars, retail stores, spas and pools.
Butler National Service Corp., of Olathe, wants to operate Boot Hill Casino and Resort, which it said would be a $93 million investment for a casino with 875 slot machines and a 124-room hotel and would open September 2011.
It first wants to build a temporary facility on its site west of Dodge City, with 575 slots, plus food and beverage services that would open in September 2009.
Dodge City Resort and Gaming, which includes Ingenus Management and Consulting of Brainerd, Minn., proposed a $112 million investment for its Dodge City Casino Resort. Its plans include a temporary facility with 800 slots that would open between March and May 2009.
