Recall petition against Baxter Springs mayor rejected by county attorney

BAXTER SPRINGS, Kan. — Mayor Jenifer Bingham at Tuesday’s Baxter Springs City Council meeting read from a letter from County Attorney John Bullard, in which he wrote that he wouldn’t approve a petition filed by residents to recall her.

Bullard previously had approved for circulation of recall petitions against four Council members who are opponents of the mayor.

Bullard said in the letter that the grounds for recall of the mayor didn’t meet the standards required by state law.

He said by phone on Wednesday that the Kansas Bureau of Investigation has declined to investigate City Clerk Donna Wixon. Bingham has repeatedly claimed that Wixon was being investigated for receiving free cable television service.
