JOPLIN, Mo. —
Parr Hill Park has reopened, city officials have announced, and the new dog park also is ready.
The park was closed for lead remediation and extensive rebuilding following the 2011 tornado. City officials are planning a formal event celebrating the reopening of the park at a later date.
The dog park is located in the southeast corner of the park. Dog owners will need to register their dogs as guests to the dog park through the Joplin Parks and Recreation Department. Upon registration, dog owners will receive a magnetic gate card that provides park access and a yearly tag that should be attached to the dog’s collar. These items provide information to park staff and animal control officers so they can ensure a dog is properly registered for the dog park.
Owners can register their pets between 8 a.m. to 5 p.m. weekdays at the Joplin Parks and Recreation office, 3010 West First St.
Owners should bring their veterinarian records showing that the dog has been neutered, and a current shot record showing the dog has also been vaccinated against rabies, parvovirus, and distemper.
Annual registration fees are $8 for the first dog and a $4 charge for a subsequent dog to be registered. This fee covers the cost of the gate card and dog tag needed for entry into the dog park.
“Many citizens are excited about this new park for their pets,” Chris Cotten, director of Joplin Parks and Recreation, said in a statement. “It will be a great asset for our community, and we look forward to seeing many pets and their owners enjoying this new facility.”
Amenities in the dog park include drinking fountains for both dogs and their owners along with shade structures and benches. There will be two areas in order to have separate spaces for larger dogs from the smaller dogs.
This project is funded through a donation by Mars Pet Care and proceeds from the Joplin Parks and Stormwater Sales Tax that Joplin voters renewed in August 2011.
Dog Park Rules:
- No dogs under six months of age are allowed in the off-leash park.
- All dogs must be currently vaccinated against rabies, parvovirus and distemper.
- All dogs belonging to residents of the city must have their current pet license tag with the city of Joplin affixed or attached to the dog collar or harness and be registered at the Joplin Parks and Recreation Office.
- All general park rules and city of Joplin ordinances must be obeyed.
- An owner bringing a dog into an off-leash area is liable for and assumes the risk for the dog’s conduct.
- No person under 16 years of age shall be permitted to bring a dog into an off-leash park area. Children are allowed in the park with an adult. To handle the dog in the dog park, children must be at least 12 years old and supervised by an adult.
- An owner for a dog creating a disturbance or not being properly controlled can be evicted from the off-leash park area.
- No dog that has not been spayed or neutered shall be permitted within the off-leash dog park.
- No female dogs in heat and/or dogs with fresh wounds or disease shall be permitted within the off-leash park area.
- No food, treats, alcoholic beverages (soft drinks and water are allowed), smoking, squeaky toys, Frisbees, dog toys or children’s toys are allowed in the dog park.
- Handlers must scoop the poop and dispose of waste in designated container.
- No professional dog trainer/behaviorist shall conduct any training or business activity within the off-leash park area.
- No more than two dogs per person on any one visit.
- If a dog bites or scratches a person (where the skin is broken) it will be subject to existing city quarantine ordinances.
- Dog owners do not have to be residents of Joplin to use the dog park, but they must provide their contact information with their dog’s alteration and shot records when registering at the Parks and Recreation office, as well as adhere to all of the guidelines outlined above.

Licensing a dog is completed through the city’s Finance Department on the third floor of city hall, 602 S. Main St. The pet license fee is $20 for animals that are not spayed or neutered. Altered animals are free. When purchasing a pet license for the first time or after alteration, owners need to provide proof of the animal’s altering from their veterinarian. Pet licenses are issued on an annual basis and are due Jan. 1 each year.
