Joplin City Council to hear proposals for rezoning in tornado-devastated area

JOPLIN, Mo. — A convenience store would be constructed at the site of one of the apartments that bore the brunt of the May 22, 2011, tornado under a rezoning proposal that will go before the Joplin City Council today.

The council will consider a proposal from Casey’s Marketing Co. to rezone the southeast corner of 20th Street and Connecticut Avenue to a planned commercial development for construction of a Casey’s General Store.

The tract, currently zoned for apartment use, was the site of Somerset Apartments and part of an area where several residents were killed by the storm.

The council also will consider a rezoning request for another property in the tornado zone. If approved, the proposal would rezone 1934 Murphy Blvd. from single-family residential to a neighborhood commercial planned development for a medical office and reception hall. Kimberly Wood, a physician, is making the request.

The two rezoning requests will be the subject of public hearings by the council, along with proposals to rezone at 2221 N. Florida Ave. from single-family residential to a duplex classification and to rezone land at 3003, 3015 and 3023 Connecticut Ave. from single-family residential to a planned commercial district for commercial development.

Also proposed are emergency ordinances authorizing the sale of small tracts of city-owned property.

Successful bids were submitted by Croy Properties, for land at 2729 S. Joplin Ave., for $6,000; Joplin School District, for land at 1408 S. Jackson Ave., $2,216; IDC Properties, 2934 Connecticut Ave., $3,915; Paul and Anita Horton, 2401-2403 Connecticut Ave., $5,255; and Joe and Connie Brewer, 2329 Connecticut Ave., $3,800.

The council also is scheduled to hear from Jared Horn of the Civil Air Patrol concerning meeting, storage and display space for the organization. The group is located in the old terminal building at the Joplin Regional Airport but is seeking a new location because the city has plans for the building.

Closed meeting

The meeting is set for 6 p.m. in council chambers of City Hall. The council after the public session is scheduled to hold a closed meeting to discuss the leasing, purchasing or sale of real estate.

Kevin and Julissa Russell and their son, Brant Russell, are the plaintiffs in a lawsuit filed in Jasper County Circuit Court. The action filed on the Russells’ behalf by Kansas City attorney Andrew Protzman names the city, the Police Department and Officers Austin Wolf and Tyler Christensen as defendants.
